3.2 Distribution of e-IDAS certificate

In the new competitive scenario enabled by the Revised Payment Service Directive (PSD2), the PSPs (payment services provider: AISP, PISP and CBPII) are required to identify themselves, in a secure way, towards the ASPSPs (Account Servicing Payment Service Provider).

To allow the identification of AISPs, PISPs and CBPIIs towards the ASPSPs, as well as the establishment of a secure communication between PSPs, is required the use of an e-IDAS certificate (electronic Identification Authentication and Signature). Those certificates are regulated by the Regulation (EU) No 910/201 and by the Regulation 2018/389 (Regulatory Technical Standards).

For the purpose of electronic identification the Regulatory technical Standards state that a PSP shall rely on qualified certificates for electronic seals (QSealc as referred to in Article 3(30) of Regulation (EU) No 910/201) or for website authentication (QWACs referred to in Article 3(39) of that Regulation).

In order to expand the offer to Payment Service Providers (both the ones connected through CBI Globe and the ones not connected), CBI Globe has launched a new initiative: the distribution of e-IDAS Certificates. Thanks to the partnership with the Qualified Trust Service Provider Infocert S.p.a (as referred in EBA clarifications to issues I to III raised by participants of the EBA Working Group on APIs under PSD2, Published on 11 March 2019), through the CBI Globe website a PSP can request an e-IDAS certificate.

The procedure that a PSP is required to follow to obtain an e-IDAS Certificate (both a testing certificate and a production one) is to connect to the website www.cbiglobe.com, on the dedicated section “The service – eidas certificates”. In this section, by filling a form online with the personal (or company) information of the applicant, TPPs can request certificates.

CBI Globe will interact directly with the PSP, in order to give technical assistance, a description of use cases on the use of e-IDAS Certificate or any further information required.
